Kids learn at different rates, and their strengths and weaknesses are not uniform, although school wants to make them that way. Children might not be as quick to pick up on a concept or simply may not be ready to learn certain things. This is especially true for boys, who suffer the most from the negative stigmas of not performing well. These scars, from their teachers and there peers, will stay with them for the rest of their lives, even though at some later point in their lives they will learn things just as well. Everyone is different and not everyone benefits from a "one-size-fits-all" approach to education.
